What it really costs

The €23,625 asking price is very low, but renovating 97 m² at about €700/m² brings the estimated total to roughly €91,525, or €944/m²—above the local €769/m² benchmark. The listing mentions heating and a cellar but does not say how many bathrooms there are.
More on the house and the area
The interior photos show a spacious, bright apartment with attractive modern finishes, skylights, a dramatic open living area and a high-end bathroom. However, this is not a picturesque Italian house: the building exterior is ordinary, and the renovation status and missing kitchen/bathroom information create significant uncertainty. At €23,625 for 97 sqm, it has strong bargain appeal if the photographed condition is genuine.
Certified wiring, water and drainage, a heat source, a roof that keeps the water out, one working bathroom. Facade, insulation, a second bathroom and the floors wait.
All the services redone, bathrooms, kitchen, windows. The structure is left alone.
Our read of the photos, €700/m², falls in this band.
Turnkey, facade and insulation included.
Materials only, work you may do yourself€19,000 – €34,000
Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.
Labour is 61% of a renovation price on average and 67% at the median, across 191 items of the Emilia-Romagna 2025 public price list. Materials are the rest. An averaged price list, not a quote.
Materials you buy yourself carry 22% VAT; supplied by the firm doing the work they go at the 10% renovation rate. On a €30,000 materials bill that is €3,600 of extra tax.
Household wiring installed before 13 March 1990 counts as compliant if it has a main breaker with overcurrent protection, protection against direct contact and a 30 mA RCD. Having a firm bring the existing wiring up to that and certify it is the cheapest lawful route.
Bringing a house that has stood empty back into service: new water, sewer and electricity, plus the practices. The same sum on an 80 m² house and on a 300 m² one, which is why a €40,000 house is not a €40,000 project.

No mains drain: add €2,000–4,500 for a septic tank. Listings never say, so ask.
- The listing says it needs renovation despite photos showing polished, apparently finished interiors.
- No kitchen is shown, and the listed bathroom count is zero; verify the actual condition and usable services.
- The exterior is a plain, dense apartment block with no evident garden or view.
Estimate from the listing and its photos, not a survey. Treat it as the starting point for your own quotes. An Italian builder's quote is normally written without VAT and without design fees, so add about a quarter to any figure a firm gives you.
The area around
Location score 21/100The area is on the upper Po plain in the built-up belt between Saronno and the north-west edge of Milan, with flat lowland, roads, warehouses and suburban development as the dominant setting. The nearest town of size is Saronno, which has a historic centre and rail connections; Legnano, Busto Arsizio, Rho and Milan are also part of the wider daily orbit. The Olona valley is nearby but in this stretch it does not create a strong landscape feature. This part of Lombardy is known more for industry, logistics and commuting than for a distinct rural or natural landscape.
