What it really costs

Villa portion of 75sqm at 787 EUR/m2, roughly 2x the regional median (387 EUR/m2), but priced reasonably in absolute terms at 59k. Fresh listing (1 day). Near sea (1km), panoramic view, garage, terrace, ~300sqm of exterior space adds value. Needs full renovation (condition confirmed, energy class G), so budget ~500 EUR/m2 for works. Description is internally consistent and detailed with 25 photos. Solid opportunity given location premium and low ask.
More on the house and the area
A 1985 semi-detached villa in Altavilla Milicia, ~1km from the sea, needing renovation at €59k. The genuine asset is the elevated panoramic position: multiple terraces offer sweeping views over olive-covered hills to the sea and distant headlands, with a large rooftop terrace. However the buildings themselves are ordinary and tired — cracked concrete, discolored plaster, dated interiors and rusting railings. The ~300sqm of external space and generous terracing add appeal, but there is no stunning architecture or standout character. The view is real but partly interrupted by a highway viaduct. Overall a modest, scenic-but-worn fixer-upper rather than a scroll-stopper.
Certified wiring, water and drainage, a heat source, a roof that keeps the water out, one working bathroom. Facade, insulation, a second bathroom and the floors wait.
Our read of the photos, €500/m², falls in this band.
All the services redone, bathrooms, kitchen, windows. The structure is left alone.
Materials only, work you may do yourself€9,000 – €15,000
Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.
Labour is 61% of a renovation price on average and 67% at the median, across 191 items of the Emilia-Romagna 2025 public price list. Materials are the rest. An averaged price list, not a quote.
Materials you buy yourself carry 22% VAT; supplied by the firm doing the work they go at the 10% renovation rate. On a €30,000 materials bill that is €3,600 of extra tax.
Household wiring installed before 13 March 1990 counts as compliant if it has a main breaker with overcurrent protection, protection against direct contact and a 30 mA RCD. Having a firm bring the existing wiring up to that and certify it is the cheapest lawful route.
Bringing a house that has stood empty back into service: new water, sewer and electricity, plus the practices. The same sum on an 80 m² house and on a 300 m² one, which is why a €40,000 house is not a €40,000 project.

- Needs full renovation with visible structural cracks in walls and pavement
- Weathered, stained facades throughout
- Sea view partly framed by highway viaduct and neighboring houses
Estimate from the listing and its photos, not a survey. Treat it as the starting point for your own quotes. An Italian builder's quote is normally written without VAT and without design fees, so add about a quarter to any figure a firm gives you.
The area around
Location score 63/100The area is on the north Sicilian coast on the Tyrrhenian, with low coastal hills rising behind the shoreline. The nearest larger city is Palermo, which is the main service and transport centre for the area. Cefalù lies farther east along the same coast and is a significant coastal town for day-to-day regional connections, but it is outside the immediate landscape radius. The local area is known for its coastal setting and for the Marian sanctuary at Altavilla Milicia.
