What it really costs

The key issue is legal use: the description says the property is cadastral category C2, which is typically storage and not a dwelling, so it fails the livability test despite the approved project. At €39,000 for 25 sqm plus roughly €900/sqm renovation, the effective cost is about €2,460/sqm versus a €438/sqm baseline, so even without the legal veto it would be very weak value.
More on the house and the area
The wow is almost entirely the setting: a spectacular Cinque Terre sea view on terraced hillside land, with a dreamy, unusual location. But the building itself is just a tiny rustic outbuilding needing full renovation, not a usable home as shown. At €39k in Riomaggiore it has strong fantasy appeal, yet real livability comes only after substantial work.
Certified wiring, water and drainage, a heat source, a roof that keeps the water out, one working bathroom. Facade, insulation, a second bathroom and the floors wait.
All the services redone, bathrooms, kitchen, windows. The structure is left alone.
Our read of the photos, €900/m², falls in this band.
Turnkey, facade and insulation included.
Materials only, work you may do yourself€5,000 – €9,000
Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.
Labour is 61% of a renovation price on average and 67% at the median, across 191 items of the Emilia-Romagna 2025 public price list. Materials are the rest. An averaged price list, not a quote.
Materials you buy yourself carry 22% VAT; supplied by the firm doing the work they go at the 10% renovation rate. On a €30,000 materials bill that is €3,600 of extra tax.
Household wiring installed before 13 March 1990 counts as compliant if it has a main breaker with overcurrent protection, protection against direct contact and a 30 mA RCD. Having a firm bring the existing wiring up to that and certify it is the cheapest lawful route.
Bringing a house that has stood empty back into service: new water, sewer and electricity, plus the practices. The same sum on an 80 m² house and on a 300 m² one, which is why a €40,000 house is not a €40,000 project.

- Tiny 25 sqm structure with no bathroom or fitted interior shown.
- Full renovation is needed; current photos suggest a very basic rustic shell.
- Steep terraced access/site may make works and daily living difficult.
- Livability appears dependent on the approved project being executed.
Estimate from the listing and its photos, not a survey. Treat it as the starting point for your own quotes. An Italian builder's quote is normally written without VAT and without design fees, so add about a quarter to any figure a firm gives you.
The area around
Location score 55/100The cluster is in the built-up area of La Spezia, a naval and port city at the head of the Gulf of La Spezia on the Ligurian Sea. The gulf is enclosed by ridges of the Ligurian Apennine foothills, with short steep valleys immediately behind the city. The Montemarcello-Magra-Vara Regional Park begins nearby to the east, around the lower Magra valley and the headland above Lerici and Ameglia. The nearest substantial town is La Spezia itself, which has full city services, a port, rail links and a large historic centre. Within about 15 km the area is known for the gulf, the naval base and the eastern approach to the Cinque Terre landscape, though the core Cinque Terre villages lie farther west.
