That is far above the Abruzzo villa baseline of €365/m², and while the sea-view and multi-unit potential help a little, the price is weak for an unfinished structure in a peripheral location.

The upper floors do appear to have open hillside and possible sea-distance views, and the large structure offers lots of space for terraces and multiple layouts. But this is clearly an unfinished concrete shell rather than a usable home, with bare floors, exposed structure and no habitable interiors yet. It feels like a substantial project, not an immediate Italian-living dream.

Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.
