What it really costs

Why this price is what it is

The listing is explicitly described as 'locali di deposito', so it is not legally a dwelling as offered, which is a veto red flag. Even aside from that, at 133 sqm and unfinished ('stato grezzo'), the effective cost would be about €1,371/m² (€36,000 + heavy fit-out), far above the €454/m² baseline.

What the photos show

This is very cheap and does have a decent private garden with some open hillside outlook. But the photos show a bare shell inside a modern block: unfinished floors, no fitted kitchen or bathroom, and no character. The non-residential 'deposito' designation is a major practical drawback, so this reads as a project rather than a dream home.

Materials only, work you may do yourself€53,000 – €78,000

Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.

Labour is 61% of a renovation price on average and 67% at the median, across 191 items of the Emilia-Romagna 2025 public price list. Materials are the rest. An averaged price list, not a quote.

Materials you buy yourself carry 22% VAT; supplied by the firm doing the work they go at the 10% renovation rate. On a €30,000 materials bill that is €3,600 of extra tax.

Household wiring installed before 13 March 1990 counts as compliant if it has a main breaker with overcurrent protection, protection against direct contact and a 30 mA RCD. Having a firm bring the existing wiring up to that and certify it is the cheapest lawful route.

Connections and paperworkabout €10,000

Bringing a house that has stood empty back into service: new water, sewer and electricity, plus the practices. The same sum on an 80 m² house and on a 300 m² one, which is why a €40,000 house is not a €40,000 project.

What worries us about this house
  • Completely unfinished raw interior; not currently a livable home
  • Urban planning designation is storage/deposit space, not residential
  • No finished bathroom or kitchen visible
  • Set within a plain apartment block with limited charm

Estimate from the listing and its photos, not a survey. Treat it as the starting point for your own quotes. An Italian builder's quote is normally written without VAT and without design fees, so add about a quarter to any figure a firm gives you.

The area around

Location score 71/100

The cluster sits in the upper Aniene valley under the Simbruini Mountains, with Monte Livata and the Monte Cotento-Monte Viglio group forming the main relief nearby. The Aniene river runs through this part of eastern Lazio. The Parco Naturale Regionale dei Monti Simbruini begins nearby and covers much of the mountain area around Arsoli and the neighbouring valleys. The nearest ski area is at Monte Livata above Subiaco, roughly an hour by road, with small Lazio ski facilities rather than a major Alpine resort. Subiaco is the nearest town of some size in daily use, with shops, services and the monasteries of Santa Scolastica and San Benedetto in the gorge above the town. Tivoli and the eastern edge of Rome are the larger urban references for higher-order services and transport, but they are outside the immediate landscape. This area is known for limestone Apennine ridges, wooded valleys and historic hill settlements along the old route toward Abruzzo.
