What it really costs

- Land, with no house on it

The listing is not a livable house: the existing building is described as a dilapidated structure cadastrally registered as a magazzino, and the value is the approved demolition/rebuild project for a new 95 sqm home. At €99,000 for effectively land plus a non-residential ruin, this fails the dwelling test despite the good Liguria location near the sea.
More on the house and the area
The real appeal here is the Ligurian hillside plot, some sea-in-the-distance outlook, and the amount of land close to town. But the current house is not a dream home as shown: it looks like a very worn small structure needing major work, with the main value being the approved demolition-and-rebuild project rather than the existing livable home. For the price, it is more a development opportunity than an immediately charming house to own and live in.
All the services redone, bathrooms, kitchen, windows. The structure is left alone.
Turnkey, facade and insulation included.
Our read of the photos, €1,100/m², falls in this band.
Materials only, work you may do yourself€24,000 – €35,000
Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.
Labour is 61% of a renovation price on average and 67% at the median, across 191 items of the Emilia-Romagna 2025 public price list. Materials are the rest. An averaged price list, not a quote.
Materials you buy yourself carry 22% VAT; supplied by the firm doing the work they go at the 10% renovation rate. On a €30,000 materials bill that is €3,600 of extra tax.
Household wiring installed before 13 March 1990 counts as compliant if it has a main breaker with overcurrent protection, protection against direct contact and a 30 mA RCD. Having a firm bring the existing wiring up to that and certify it is the cheapest lawful route.
Bringing a house that has stood empty back into service: new water, sewer and electricity, plus the practices. The same sum on an 80 m² house and on a 300 m² one, which is why a €40,000 house is not a €40,000 project.

No mains drain: add €2,000–4,500 for a septic tank. Listings never say, so ask.
- Existing building looks very tired and functionally obsolete.
- Approved project is only a rendering; the attractive future house does not exist yet.
- Current structure is registered partly as a warehouse/fatiscent building, so legal/building verification matters.
- Land is steep and scrubby, so outdoor works and access/parking setup may add cost.
Estimate from the listing and its photos, not a survey. Treat it as the starting point for your own quotes. An Italian builder's quote is normally written without VAT and without design fees, so add about a quarter to any figure a firm gives you.
The area around
Location score 62/100The Maritime Alps rise immediately inland above the short coastal plain of the Nervia valley. The Mediterranean coast is about 2 km away, with the built-up Riviera strip running through Vallecrosia, Bordighera and Ventimiglia. The River Nervia flows through the area. Ventimiglia is the nearest larger town and has a rail station, services and the old hill town above the modern centre. Bordighera is the other nearby coastal town with beaches and a long seafront. The French border at Menton is a short drive to the west. The area is known for the western Ligurian flower-growing belt and for olive cultivation in the inland valleys.
