Why this price is what it is

This is a judicial auction listing. At €18,990 for 165 m² with 'needs renovation' (~€700/m² → €115,500) the effective cost is ≈€134,490 (≈€815/m²) well above the regional baseline of €350/m²; images are generic and key data are missing, so proceed with caution.

More on the house and the area
What the photos show

Photos show bright, modern-feeling interiors (open-plan living/kitchen and a neat bathroom) that make this a very attractive layout for living. However the listing also describes an older semi-independent building with a separate rustico and renovation needs — great size and price but plan for refurbishment and auction/legal work before move-in.

Certified wiring, water and drainage, a heat source, a roof that keeps the water out, one working bathroom. Facade, insulation, a second bathroom and the floors wait.

Materials only, work you may do yourself€33,000 – €58,000

Wiring, water and sanitary work of any kind, heating, air conditioning and gas go to a registered firm by law, and so do flues and the air openings for gas appliances. That labour stays in the bill. Yours is the stripping out, plaster, paint, floors, tiling and carpentry.

Labour is 61% of a renovation price on average and 67% at the median, across 191 items of the Emilia-Romagna 2025 public price list. Materials are the rest. An averaged price list, not a quote.

Materials you buy yourself carry 22% VAT; supplied by the firm doing the work they go at the 10% renovation rate. On a €30,000 materials bill that is €3,600 of extra tax.

Household wiring installed before 13 March 1990 counts as compliant if it has a main breaker with overcurrent protection, protection against direct contact and a 30 mA RCD. Having a firm bring the existing wiring up to that and certify it is the cheapest lawful route.

Connections and paperworkabout €10,000

Bringing a house that has stood empty back into service: new water, sewer and electricity, plus the practices. The same sum on an 80 m² house and on a 300 m² one, which is why a €40,000 house is not a €40,000 project.

What worries us about this house
  • Listing states the property "needs renovation" and some listing photos show unfinished/empty rooms versus staged finished interiors.
  • The ad explicitly notes the displayed images may be indicative and not the real photos of the asset.
  • Property is offered at auction (RGE) — expect legal/administrative steps, potential liens and extra costs).

Estimate from the listing and its photos, not a survey. Treat it as the starting point for your own quotes. An Italian builder's quote is normally written without VAT and without design fees, so add about a quarter to any figure a firm gives you.

The area around

Location score 72/100

The Biellese sits at the foot of the Pennine Alps, with the first prealpine ridges and valleys immediately north of Biella. The Cervo and Elvo valleys begin within a few kilometres, and the Serra d'Ivrea, a long morainic ridge left by the ancient Balteo glacier, lies close to the south-west. The Oasi Zegna starts above Trivero in the upper mountains of the province, within roughly this radius from Biella's northern side, with marked mountain roads and high pastures. The nearest ski area is Bielmonte in the Oasi Zegna, about 30 to 40 minutes by road. Biella is the main town of the area and has the full range of services; the hilltop borgo of Biella Piazzo preserves the historic upper town reached by the funicular. The area is known for its long textile tradition, for wool mills along the mountain watercourses, and for the Santuario di Oropa in the mountains above the city, a major religious complex and a UNESCO World Heritage component within the Sacri Monti system.
